Karien Lagrouw

Attorney-at-law

Karien is an all-round administrative law specialist with a special focus on property law. She acts for (construction) companies, property developers, municipalities, legal entities and private individuals dealing with their queries and procedures concerning property.

Karien guides her clients through the entire process, from analysis and advice to permit applications and objection and appeal proceedings. She prefers to be involved in projects from the beginning and thinks along with the client before decisions are made, thus avoiding time-consuming procedures.

Clients characterise Karien as practical and to the point. She is a good listener, delivers tailor-made solutions and devises litigation strategies in the often complex field of administrative law.

Specialisations

Karien has particular knowledge of and experience with:

  • Property and property development – guidance from permit application to proceedings before the Administrative Law Division of the Council of State
  • Enforcement and sanctions – litigating over imposed sanctions such as an order for periodic penalty payments or a fine
  • BIBOB (Public Administration Probity Screening Act) – guidance on completing BIBOB forms and litigating on revoked or refused permits and subsidies
  • Environmental law – advising on a permit, environmental plan or nature protection
  • Grants – proceedings on denied grant applications, recoveries or funding
  • Open Government Act – guidance on objection and appeal procedures regarding Open Government Act requests

Work experience

Karien has worked in administrative law for over 18 years, 12 of which as a attorney-at-law. She started as a researcher and lecturer at Leiden University, where she still lectures as a guest lecturer. She soon switched to the legal profession, where she worked as an administrative law specialist at Boekel Dentons, Kennedy van der Laan and TeekensKarstens. Karien became partner at Legaltree on 1 April 2024.
